线上电商化合作提速，2021中国东盟二手车高峰论坛开幕
2021年，中国二手车出口市场迎来了有史以来最好的发展时机。 2019年4月，商务部、公安部、海关总署共同举行二手车出口专题会议，正式启动二手车出口海外相关工作，10个省市作为首批开展二手车出口业务的地区。2020年，商务部、公安部联合再次印发通知，进一步扩大开展二手车出口业务的地区范围，在之前已经有10个试点地区之外，第一阶段又新20个二手车出口试点地区。 至今，中国展开二手车出口业务地区覆盖25个省（自治区和直辖市），二手车已销往80多个国家和地区。据了解，商务部下一步将会同有关部门，建立健全二手车出口管理与促进体系，着力提升中国汽车国际竞争力，为推动二手车出口创造良好环境。 在新政利好之下，2021中国-东盟二手车高峰论坛于2021年3月18日在山东德州齐河的东盟会展中心正式开幕。 本次论坛是由中国对外贸易经济合作企业协会和中国-东盟商务协会总会共同主办的；中国汽车流通协会、马来西亚车业总会、泰国二手车工会、新加坡车业公会、新加坡汽车出入口商协会则作为论坛支持单位；北京领讯时代文化传媒有限公司和马来西亚国奥有限公司承办，山东发林旅游开发有限公司和马来西亚汽车交易平台（ezauto.my）联合承办。 本次论坛在RECP（东盟发起的《区域全面经济伙伴关系协定》）正式生效的背景下，结合中国二手车出口企业纷纷开展出口业务的需求，邀请了国内外行业专家，包括马来西亚、新加坡、泰国、柬埔寨等东盟成员国的车业总会会长和知名经销商参加此次会议，利用各自的经验帮助中国二手汽车经销商全面分析中国及东盟国家的二手车政策，深度剖析东盟市场需求，并前瞻2021年中国东盟二手车进出口业务发展趋势与合作方向。 成立沟通机制解决标准问题 据海关统计，中国东盟之间汽车产业的商贸往来日益密切。为了能在今后向中国和东盟的二手车企业提供指导性服务，推动中国和东盟二手车市场的良性发展，中国-东盟商务协会总会特组织中国和东盟十国相关政府组织、行业协会、商会、诚信经营且具有一定经济实力的汽车生产商、经销商以及汽车产业链上下游企业成立了中国-东盟汽车行业委员会。 这个专业委员会的成立，标志着东盟方面就进口中国二手汽车的事宜在内部已经达成一致意见，愿意通过组建行业组织的形式推动双方市场主体之间的沟通与交流，最终促进新兴的二手车交易格局的形成。 会议一开始，中国东盟商务协会会长、丹斯里林玉唐作为论坛主办单位代表致辞，从中国和东盟商贸关系维护方面，讲述了总会成立汽车专委会的意义以及此次高峰论坛的举办初衷，并对到场的嘉宾表示感谢，期望大家能通过自身努力，推动中国和东盟二手汽车贸易的开展，为中国和东盟构建新形势下的合作伙伴关系奠定良好的基础。 同时，论坛支持单位、中国汽车流通协会副会长兼秘书长肖政三也代表中国行业协会致辞，表示将全力推动中国和东盟二手汽车的商贸往来，促进中国刚刚成型的二手汽车出口体系的成熟，并协调东盟方面的支持，最终使得东盟能成为中国二手汽车出口的重要目的地。 在论坛现场，中国东盟商务协会总会副总会长、马来西亚汉文化中心主席、拿督吴恒灿正式宣布中国-东盟汽车行业委员会成立。 当然，中国的二手汽车出口到东盟还面临很多的问题亟待解决，尤其是检测标准和可信度的实现问题，这是束缚双方业务发展的根本问题。 因此论坛期间，为了推动中国二手车出口企业与东盟二手车经销商紧密沟通，并在车辆检测标准、市场运输等环节展开深度的合作，中国汽车流通协会与刚成立的中国东盟汽车行业委员会共同建立中国-东盟二手车行业联席工作机制，推动中国二手车出口东盟的落地工作。 中国东盟商务协会总会会长丹斯里林玉唐、中国汽车流通协会副会长兼秘书长肖政三先生、新任中国东盟汽车行业委员会会长、马来西亚车业总会会长、拿督许综文的代表等到场嘉宾正式启动了工作机制。 在工作机制之下，双方将就中国出口到东盟的二手汽车检测标准、检测手段、出口方式、物流手段、以及付款方式等相关细节，展开全面和紧密的沟通，力图为中国和东盟二手车企业搭建一个良好的沟通桥梁，推动整个市场的平稳健康发展。 据了解，工作机制启动后第一步就是联合东盟核心国家商定中国出口到东盟二手汽车的检测标准，尽快推动相关标准的制定和监测平台的搭建工作。 如果标准最终落地，会极大推动中国二手汽车出口东盟市场的进度。 数字化合作是方向 大会期间，新上任的中国东盟汽车行业委员会会长许综文着重向国内二手汽车经销商介绍了一个二手车电子交易平台——ezAUTO。 实际上，东盟核心的几个国家网络汽车交易已经形成规模。参考国际先进的日本新加坡等国模式，马来西亚专业总会特别推出自己的汽车交易平台 ezAUTO，由于其便利性和在东盟国家的广泛接受程度，未来可能会成为中国与东盟之间二手汽车交易的主要网络渠道。 在许综文看来，这个由马来西亚车业总会主办的汽车服务平台，已经发展成为马来西亚最权威的汽车服务平台，而且已覆盖二手汽车交易，能为汽车经销商提供的完备 SaaS 服务能力和技术能力，为现有的汽车经销商铺垫方便、快捷的二手汽车交易网络。 与日本拍卖模式异曲同工的该平台，已经得到多家中国二手汽车经销商的关注。最新消息显示，中国东盟汽车行业委员会已经授权这家平台搭建中国二手汽车出口到东盟的交易平台，建立在这个平台基础上的数字化合作，成为此次大会另一个亮点。 […]
